In the environmental field, the State has been outstanding for a long time: since 2003, a National strategy for Sustainable development (SNDD) was adopted. Consequently, guidelines were formulated by the Grenelle for the environment, the circular of December 3, 2008 confirmed these positions. The Ministry of Foreign and European Affairs took measures by adopting in July 2009, an “exemplary administration plan”.
However, diplomatic stations are excluded from this plan: it was judged that their situations were too varied to be able to subject them to a homogeneous step. However, one could not justify that the French representations abroad remain out of this process. This is why, under the direction Ambassador Jean-Christophe Belliard, an environmental step was implemented at the French embassy of Addis-Abeba.
An individual questionnaire was handed out in April 2010 to the whole of the personnel of the embassy, but also to the residents (French and Ethiopian). These questionnaires, as well as suggestions by agents and residents of the embassy, were synthesized. They are currently used for the development of an environmental charter and an action plan.
In June 2010, a steering committee will be formed in order to implement the action plan.
